Is your VM control management class (vmctlmc) on disk ?
From the documentation...
"The vmctlmc option is required if virtual machine data files are backed up to tape. Virtual machine control files must be backed up to a disk-based storage pool that does not migrate to tape. The storage pool can be composed of random access volumes and sequential file volumes; the storage pool can also be a deduplicated pool. Use the vmctlmc option to specify a management class that stores data in such a storage pool."...

Are you running the TSM scheduler ?
I think I found some useful information in the TSM Client message guide:
Command-line tools are required for the scheduler or you will see:
ANS1393W - The command line tools are not installed. The command line tools include the TSM client acceptor daemon and the TSM client scheduler.
I will ask around to see if the "Windows Server Backup" module is related to the ASR or system state, etc that may be important if you are planning for bare machine recovery, etc...Last replied by Gary Graham on Sunday, 15 February 2015
